Yesterday evening Your Excellency's Despatch of yesterday's date, and having held this morning a conference with you, I now proceed to reply to the application for assistance contained in that communication.
In the first instance I have the pleasure to state that I am ready, and have willing to despatch at an instant's notice such assistance as may be sufficient, in men and boats, to afford protection to the legal exercise of authority on the part of any Officer appointed by His Excellency Sir John Bowring, LL.D.
